Tonight is quite the tv viewing night! New series premiers, returning shows, and a guy having a bad day in a women's prison.

ABC
Homeland Security USA (8pm, Series Premier) is a short run (8 episodes, I think) reality series about the men and women who protect the borders.
Scrubs Smiling (9pm & 9:30, Season Premier) has now moved to ABC for what may be its final season. (If it's not the final season of the show, it will probably be JD's last season.) Christina Cox guests.
Primetime: What Would You Do? (10pm, NEW) has Americans acting all boorish and stupid in Paris. (I guess they don't want to stereotype us) and what would you do if you saw someone put something into a woman's drink at a bar?

CBS
NCIS Smiling (8pm, NEW) McGee is stuck in a women's prison. Not the good women's prison from all those tapes you saw as a teen. But the bad kind where they'll kill you.
The Mentalist Smiling (9pm, NEW) Jane quits his CBI job and goes after the man that killed his family.
Without a Trace (10pm, NEW) - an abducted girl has a secret life.

CW
90210 (8pm, NEW) - teen and adult angst.
Privileged (9pm, NEW) - Megan confronts her mother.

FOX
Tonight we have repeats of House at 8pm (Thirteen having sex) and a repeat of Fringe at 9:01 (Olivia heads to Germany)

NBC
Biggest Loser: Couples (8pm, season premier) makes its return with the biggest contestant in the shows history.
Law & Order: SVU (10pm, NEW) - four years after a teen was kidnapped she returns home.
